OMFIF’s Public sector debt summit convened developed and emerging market public sector borrowers with asset managers, investment banks and other key market participants for engaging discussions on the most pressing issuance concerns.
This year’s summit kicked off with a presentation of findings from OMFIF’s annual Public Sector Debt Outlook survey, revealing insights from a diverse of group of borrowers on the funding outlook. This was followed by a session on the economic and credit outlook before an exploration of one of the most topical debates in the public sector bond market: how to fund Europe’s future, particularly relating to defence.
In a two-part panel discussion, sovereign borrowers reflected on their issuance at the start of 2025. We also heard from a prestigious group of sovereign, supranational and agency investors before closing with sessions on the French SSA market and sustainable finance.

About the Sovereign Debt Institute
OMFIF’s Sovereign Debt Institute is an important forum for issuers and investors in the public sector debt markets to discuss their priorities and concerns. The intimate format of our events has generated positive feedback from both borrowers and the buyside.
Events hosted by the SDI during 2024 generated deep discussions about core issues affecting the public sector debt markets. These included concerns about liquidity, incentives for primary dealers, the disappearance of the ‘greenium’, the impact of private placements, the role of hedge funds and the development of market infrastructure.
