European sub-sovereign and agency forum
OMFIF’s Sovereign Debt Institute is returning with its annual forum, bringing together leading regional and agency borrowers, investors and intermediaries to discuss the key developments shaping Europe’s sub-sovereign markets.
The event explores macro trends reshaping the European sub-sovereign debt market, Germany’s debt brake reform, the growth of green and social bond markets and the strategic outlook for European regional and agency borrowers in 2025 and beyond, enabling attendees to discuss and address the biggest challenges facing Europe’s regional and agency issuers.

Panagiota is a dedicated professional in the field of sustainable finance, currently serving as a Green, Social & Impact (GSI) Bond Associate at Goldman Sachs Asset Management. Her responsibilities include ESG research of the Green, Social, and Sustainability Bonds market, EU Taxonomy assessments, and active dialogue with labeled bond issuers. In the past, Panagiota held positions across the spectrum of sustainability, including corporate sustainability at INNIO Group and ESG private equity investing at Robeco. Panagiota holds a Master of Science degree in Financial Economics from Erasmus University Rotterdam and a Bachelor of Science in Economics.

Rodrigo has been Director General for Financial Policy and Treasury at Comunidad de Madrid since September 2019 where he is responsible for short, medium and long-term Funding activity and Treasury management. He has launched the Region’s first Green Bond and the first Social Bond in Spain linked to Covid-19. In 2022 he led the region project to fully aligned the Madrid Green Bond with the EU taxonomy and in May 25 he issued the first EU GB for a European Region. Before, he was Head of Capital Markets at ICO since February 2009, where he led the issuing of the State Bank´s first Social Bond and first Green Bond. He also worked at ICO as Senior funding officer since December 2004.
Previous to ICO, Rodrigo was portfolio manager in Mapfre Inversión (2003-2004), having begun his career in finance in Caja Madrid´s securitization department in 2002. Rodrigo holds a bachelor’s degree in business administration from Universidad de Burgos (2000), completed both masters in “Banking
and Finance” and a “Executive in Quantitative Finance” at Analistas Financieros Internacinales (AFI).
