How can Europe proceed towards a viable capital markets union?

OMFIF is convening an expert panel to discuss topical issues relating to capital markets union in Europe and the outlook for plans to facilitate financing across European institutions. Participants consider the implications for issuance of sterling and euro-denominated bonds across European capital markets, financing public goods through European institutions and the effects of greater capital market integration on growth and investment.

The seminar examines legal and regulatory steps needed to promote greater integration in a joint European Union-UK framework, as well as the importance of capital market integration for funding joint defence efforts in Europe.

Proceedings are off the record to encourage open dialogue. The seminar is in person in London, with a limited number of places available.

This session is part of a programme featuring speakers from across the public and private sectors, focusing on the geoeconomic landscape and the rapprochement between the UK, Germany and the EU. It culminates in a reception at the German Embassy to mark the publication of Can Europe Survive? The Story of a Continent in a Fractured World by David Marsh, chairman of OMFIF. Marsh will be joined by Joachim Nagel, president of Deutsche Bundesbank, to discuss the findings of his book.

Kalin Anev Janse is chief financial officer of the European Stability Mechanism. He oversees the funding and investor relations division responsible for €300bn of outstanding debt and the investment and treasury division investing the €80bn ESM capital. Additionally, he is in charge of asset and liability management and financial structuring, overseeing the ESM and European Financial Stability Facility balance sheet.

Sofia Melis is Chief Revenue Officer. Melis ensures alignment of performance and strategy of OMFIF’s revenue-generating activities by maximizing reach and efficiency across institutes. She is responsible for the development of existing and new strategic partnership with public and private institutions globally.

Prior to joining at OMFIF as a Relationship Manager, Melis was Member Journey Manager for The Chartered Quality Institute, where she was responsible for retention of 20,000 members.

Sofia holds a BA in Politics and International Relations from the University of Cagliari in Italy and a postgraduate diploma in International Management from the University of London.

Yves Mersch was a member of the Executive Board of the European Central Bank (ECB)  from15 December 2012 until 15 December 2020 and vice-chair of the Single supervisory mechanism.

He was the first Governor of the Banque centrale du Luxembourg (BCL) from 1 June 1998 to 14 December 2012.As such he has been a member of the Governing Council and the General Council of the ECB since their creation in 1998,the longest-serving member of the Governing Council. After obtaining post-graduate degrees, first in international public law and then in political science at University Paris-Panthéon, he had a teaching assignment at the Université Paris-Sud. During this time he was admitted to the Bar of Luxembourg.

Mr Mersch started his career at the Luxembourg Ministry of Finance in 1975. He was seconded to the International Monetary Fund (IMF) in Washington in 1976 and joined the Permanent Representation of Luxembourg to the United Nations in New York in 1980.

Pier Carlo Padoan has been Chairman of UniCredit since April 2021. He was Minister of Economy and Finance from February 2014 to May 2018 and Member of Parliament from February 2018 to May 2020.

From June 2001 to August 2005 he was Executive Director at the International Monetary Fund (IMF) and from 2007 to 2014 he served as Chief Economist and Deputy Secretary General at the Organization for Economic Co-operation and Development (OECD).

He has been Full Professor in Economics at the La Sapienza University in Rome and has taught at various universities abroad.

Former ECB Executive Board member and Chief economist from 2011 to 2019. He was responsible for preparing the monetary policy meetings and making the proposals for the policy decisions and communication. Previously he was Executive Board member of the central bank of Belgium, Chief of Staff of the Minister of Finance of Belgium, Chief economist of Générale de Banque (then Fortis Bank), economist at the International Monetary Fund, Professor of Economics at Université Libre de Bruxelles (ULB). He has served on several high-level international and European committees, in the BIS, the European Union and the OECD.

Peter Praet is currently Senior Fellow, Solvay Brussels School of Economics and Management, Université Libre de Bruxelles. Distinguished Fellow CEPR.
