OMFIF’s Gender Balance Index analyses the state of gender parity in senior leadership roles across the financial sector. The 2025 edition explores how far we are from reaching gender balance, based on data from more than 300 institutions, covering over 6,000 individuals.

This year’s report takes a closer look at the types of roles women hold at financial institutions. It analyses the impact of existing policies and the importance of robust data and standards in driving meaningful change towards achieving gender parity.

Francesca Brown is director of policy and advocacy at Women’s World Banking. She was previously head of profession for private sector development advisers at the now UK Foreign, Commonwealth & Development Office and also served as private sector development adviser for financial inclusion. She represented the UK at the G20 Global Partnership for Financial Inclusion, managed programmes to enhance payment systems and international remittances, and developed innovative financial services products for those on low-incomes.

Rosanna Costa is governor of Banco Central de Chile. Prior to her role as governor, she was director of budget of the Chilean ministry of finance, deputy director of the Instituto Libertad y Desarrollo and a member of the Council of the National Productivity Commission. She was also a lecturer at the Pontifical Catholic University of Chile and at the University of Chile.

He was previously at Euromoney, which he joined in 1993. He edited his first
title, International Bond Investor, in 1995. Horwood was subsequently deputy
editor of Euroweek, the capital markets newspaper (now Global Capital) and
launch editor of Credit magazine.

Prior to joining OMFIF, McGarthy worked as a conference producer, developing and running international conferences in the tech, legal and finance sectors, leading on content, research and building key industry relationships.

Paul Mielczarski is head of global macro strategy at Brandywine Global Investment Management. He is responsible for providing proprietary global macroeconomic research to support the global fixed income team’s investment process. He previously served as director of portfolio strategy at Ontario Teachers’ Pension Plan after serving as global macro portfolio manager at Graham Capital and Medley Macro Fund. Mielczarski started his career at Credit Suisse where he worked both as a global macro strategist and a fixed income and foreign exchange proprietary trader.

Institute at OMFIF. Sharan has a background in the development sector and her
previous research work focused on public accountability structures, taxation
policy and gender equality. She has worked for development consulting
firms in Canada and India, the United Nation World Food Programme and the
Government of India.

She is also deputy president of the Serbian Progressive Party and has been elected member of parliament in six parliamentary convocations. Wendy Teleki is head of the Women Entrepreneurs Finance Initiative secretariat. Prior to joining We-Fi, she worked at the International Finance Corporation, helping private and public institutions in emerging markets expand financing for small businesses and women entrepreneurs. She has also led programmes to privatise and build the small business sector in Ukraine, developed solutions for small- to medium-sized enterprises in Indonesia during the Asian crisis and pioneered blended finance efforts.
