Global Public Investor Working Group report launch
OMFIF’s Global Public Investor Working Group has conducted a series of depth interviews with leading central banks to shed light on how they are navigating a challenging global macroeconomic and geopolitical environment. The insights gleaned from these discussions have informed a new report examining geopolitical risks, evolving reserve management strategies, operating models and the role of external managers, asset allocation decisions and currency diversification.

Andres Cabrales is the Director of the International Reserves Department at the Central Bank of Colombia. Andres has worked at the Central Bank for over 20 years and has also held the positions of Deputy Head of the International Investment Department in charge of Portfolio Management and Risk Management. Andres holds a Masters in Finance degree from London Business School, is a CFA Charterholder and has a FRM designation from the Global Association of Risk Professionals. Andres obtained a Bachelor’s degree in Economics from Los Andes University in Bogota.

Guillaume DECROOCQ, CFA, began his career at Banque de France in 2010 as a credit risk analyst and then moved into asset–liability management, where he oversaw pension fund allocation and governance support for several strategic committees. From 2019 to 2023, Guillaume served as a fixed-income portfolio manager, specializing in U.S. yield-curve trading.
In 2023, he became Deputy Head of the Asset Management Division, overseeing the FX reserves of Banque de France and contributing to high-level portfolio management and strategic decision-making

Guenther Hobl is Head of Risk Management Division at Oesterreichische Nationalbank (OeNB), the central bank of Austria and member of the Eurosystem. In this role he holds since 2023, he oversees both financial and non-financial risk management. With over 16 years of experience at OeNB, he has held senior positions, including a Senior Advisor for Treasury risk monitoring and has gained early leadership experience as Head of Unit within the Accounting Department in 2013. He helds a master’s degree in business administration from WU Wien (Vienna University of Economics and Business) and is Charterholder of CFA Institute and CAIA. Guenther has also contributed to international institutions, such as Bank of England, Deutsche Bundesbank and international cooperations, enhancing his risk management acumen on a global scale. He is a key member of the OeNB’s risk and investment committees and reports regularly to Board of Directors and Supervisory Board of the institution.

David Marsh is Chairman and Co-Founder of OMFIF. Before starting at OMFIF in late 2009, he worked for City merchant bank Robert Fleming, corporate finance boutique Hawkpoint, German management consultancy Droege and London investment firm London & Oxford. Marsh took over the chairmanship from John Plender on 1 January 2018 having been Managing Director since 2014. He moved to a non-executive role following John Orchard’s appointment as Chief Executive effective 1 January 2020.

John is an independent commentator and public speaker on financial, economic and political issues, with an extensive background in the official sector and over 30 years practical experience of training and capacity building in public sector finance and investment management. He spent his career working in and with central banks, including spells as the Executive Director in charge of reserves management at the Hong Kong Monetary Authority, and as the Chief Manager of reserves management at the Bank of England. Latterly he was at State Street Global Advisors (SSgA), where his responsibilities covered advising SSgA’s central bank, sovereign wealth fund and other official sector clients on investment matters, and consultation on general public policy issues.
He has also acted as a director of the European Investment Bank and European Investment Fund, an advisor to the European Commission’s Working Group of Technical Experts on Markets, an Associate Fellow of Chatham House in the International Economics directorate, a visiting lecturer at the New York Federal Reserve Bank, a senior lecturer at the Macro-Economic and Financial Management Institute of Africa (MEFMI) and a senior advisor to the Official Monetary and Financial Institutions Forum (OMFIF). Following his formal retirement he lectured in Politics and Economics at St Mary’s University, Twickenham. He is the author of a number of books, including Reflections on Global Finance (2013), The Wisdom of Markets (2020), and (with Gabriel Stein) Sailing Free – The saga of Kári the Icelander (2021). He has an MA in Mathematics from Cambridge University, and is married to Vicky with three adult children.

broad experience and knowledge in the industry, who are responsible for developing key
strategic relationships globally with a selected number of Financial Institutions, coordinating
the delivery of the breadth of our Firm’s products and services to these institutions.
Additionally, as Regional Executive my responsibilities include the development and
delivery, in conjunction with key business heads, of a regional vision and strategy for
sustainable growth as well as to assist and help coordinate all region-specific activities and
relationships, including regulatory and compliance matters.
