European agency and sub-sovereign forum

Following the success of OMFIF’s inaugural European agency and sub-sovereign forum in March, the Sovereign Debt Institute is hosting a second in-person event focusing exclusively on this set of prestigious issuers in the public sector bond market.

The event convenes leading agency and sub-sovereign borrowers in Europe alongside high-profile investors from across the continent for in-depth, off-the-record discussions.

The forum explores a range of key issues affecting the sub-sovereign and agency bond market in Europe, such as developments in environmental, social and governance regulation and secondary market liquidity, as well as having a specific session on the German Laender market. As with all SDI events, we encourage interactive discussions among speakers in a lively format.

Rodrigo has been Director General for Financial Policy and Treasury at Comunidad de Madrid since September 2019 where he is responsible for short, medium and long-term Funding activity and Treasury management. He has launched the Region’s first Green Bond and the first Social Bond in Spain linked to Covid-19. In 2022 he led the region project to fully aligned the Madrid Green Bond with the EU taxonomy and in May 25 he issued the first EU GB for a European Region. Before, he was Head of Capital Markets at ICO since February 2009, where he led the issuing of the State Bank´s first Social Bond and first Green Bond. He also worked at ICO as Senior funding officer since December 2004.

Previous to ICO, Rodrigo was portfolio manager in Mapfre Inversión (2003-2004), having begun his career in finance in Caja Madrid´s securitization department in 2002. Rodrigo holds a bachelor’s degree in business administration from  Universidad de Burgos (2000), completed both masters in “Banking
and Finance” and a “Executive in Quantitative Finance” at Analistas Financieros Internacinales (AFI).
