As the conversation moves on from the immediate health crisis and response to Covid-19, Germany is making steps to ease lockdown measures, and Europe is discussing a recovery fund. This is against the backdrop of the German constitutional court ruling on 5 May on the European Central Bank’s public sector purchase programme. There are now questions regarding what this means for the ECB’s pandemic emergency purchase programme and Europe’s response to the crisis.

Jörg Kukies, state secretary at the German federal ministry of finance, outlines the implications of the court ruling and the role of Germany in Europe’s recovery fund.
