Mobilising public investors to transition emerging markets

An estimated $3.8tn per year is required for the energy transition in emerging markets. Innovative tools and blended finance will drive project development and bold policy, yet barriers persist to scaling the capital required.

In 2024, OMFIF’s Transition Finance Working Group brought together 12 global public investors managing over $5tn in assets to understand the barriers to transitioning capital. Throughout 2025, OMFIF’s Sustainability Policy Institute is coordinating a second working group to explore how public funds and multilateral development banks can help fund the response to climate change in emerging markets, making use of blended finance, risk mitigation tools, project development and investment.

This will be conducted through four regionally focused meetings in Latin America, Africa, emerging Europe and emerging Asia. Regional MDBs, public funds and the working group members will explore tools, barriers and opportunities to catalyse climate action.
